The use of nuclear energy and nuclear technology is the result of the development of modern scientific and technological civilization in human society, which brings benefits to mankind and is also accompanied by risks. Nuclear safety is the lifeline of the development of nuclear energy and nuclear technology utilization, and is an important part of national security. China has always adhered to the development of nuclear energy and nuclear technology on the premise of ensuring safety.

In order to implement the national security strategy, implement China's nuclear safety concept of "rationality, coordination and progress", fulfill national nuclear safety responsibilities and international nuclear safety obligations, vigorously cultivate and develop nuclear safety culture to improve the level of nuclear safety, and ensure the safe, healthy and sustainable development of nuclear energy and nuclear technology utilization, a nuclear safety culture policy statement is issued.

The policy statement aims to clarify the basic attitude towards nuclear safety culture, the principle requirements for cultivating and practicing nuclear safety culture. The national nuclear safety regulatory authorities and relevant departments, all nuclear energy and nuclear technology utilization units, engineering and service units and stakeholder units shall jointly abide by and practice the attitudes, positions and principles in this policy statement, strengthen the awareness of the rule of law, responsibility, risk and integrity, and create a cultural atmosphere that values nuclear safety, protects nuclear safety and cherishes nuclear safety.

China attaches great importance to the construction of nuclear safety culture, and constantly implements the concepts and principles of nuclear safety culture in all aspects of management, and adheres to the current national nuclear safety regulations and the latest nuclear safety standards, as well as the highest international safety requirements, to supervise the utilization of nuclear energy and nuclear technology. In the face of the accelerating development of nuclear power in China and the growing demand for public safety, China will more actively advocate, cultivate and disseminate the nuclear safety culture of the whole society, and continue to improve the cultural literacy of nuclear safety.

1. nuclear safety and nuclear safety culture

Nuclear safety refers to the necessary and adequate monitoring, protection, prevention and mitigation of nuclear facilities, nuclear activities, nuclear materials and radioactive materials to prevent accidents due to any technical reasons, man-made reasons or natural disasters, and to minimize the radiological consequences in the event of an accident, so as to protect workers, the public and the environment from undue radiation hazards.

The core values of the nuclear safety culture advocated by China are a summary of the experience of the international community and China's nuclear safety development.
